Biography
Tracy Spencer is Director of Finance and Human Resources at FSI, where she leads the financial and operational infrastructure that supports the organization’s work. She oversees accounting systems, budgeting, compliance, grants tracking, and human resources operations, helping ensure the organization operates with transparency, efficiency, and strong internal controls.
A seasoned financial management professional, Tracy brings deep expertise in accounting processes, systems oversight, compliance reporting, and audit preparation. Her experience spans both nonprofit and for-profit organizations, where she has successfully navigated complex financial operations including acquisitions, system conversions, and regulatory audits. Across roles, she has consistently been recognized for maintaining rigorous documentation standards and delivering highly accurate, audit-ready financial reporting.
At FSI, Tracy works closely with leadership and program teams to manage organizational budgets, oversee grant compliance, and provide strategic financial guidance on program investments and operational planning. She also manages payroll, benefits administration, and employee onboarding while ensuring compliance with evolving federal and state labor regulations.
Beyond her work at FSI, Tracy volunteers as Treasurer for the Maine Parent Federation, an organization that supports families of children with disabilities by providing information, training, and advocacy resources that empower parents to secure the best possible outcomes for their children.
